Whenever it appears that, for any reason, a
shortage of potable water for drinking and domestic use exists in
any portion of the Township or generally within the Township, and
that unless steps are taken to conserve supplies of potable water
and restrict the use thereof, that a general shortage of such water
supplies may result which would be detrimental to the public health
of the inhabitants of the Township, the Township Committee shall be
authorized to declare an emergency to exist and may adopt emergency
regulations regulating or prohibiting the use of potable water supplies
for other than such purposes as shall be set forth in the regulations
in specific locations within the Township or generally within the
Township.
Any such emergency regulations adopted by the
Township Committee shall become effective immediately after the publication
of such regulations in the official newspaper of the Township.
The emergency so declared by the Township Committee and the emergency regulations adopted pursuant to §
400-1 shall continue in full force and effect until the expiration of the time period stated in the emergency resolution, if any, or until such time as the Township Committee finds and declares that the emergency no longer exists and rescinds such emergency regulations.
