The Borough of Birdsboro does hereby recognize and designate the Birdsboro-Union Fire Department of the Borough of Birdsboro and the Township of Union, Berks County, Pennsylvania as the official Fire Company to provide fire protection and related services to the Borough of Birdsboro, its residences, businesses and related areas.

A.
The Borough recognizes, designates and authorizes all activities of the Birdsboro-Union Fire Department normally related to the extinguishment and prevention of loss of life and property from fire, automobile accidents, medical emergencies, hazardous materials incidents, natural disasters and other dangerous situations.

In addition thereto, the Borough does hereby authorize such nonemergency and public service functions as public safety education programs, firesafety education programs, rescue education programs and other related activities all when authorized by the appropriate officers of the Birdsboro-Union Fire Department of the Borough of Birdsboro and Township of Union, Berks County, Pennsylvania.
A.
When authorized by an appropriate officer of the Birdsboro-Union Fire Department, the Borough further recognizes and authorizes the Birdsboro-Union Fire Department to train both inside and outside of the Borough of Birdsboro, to perform drills and practice runs in the same manner, and to respond to and provide services to neighboring and cooperating municipalities outside of the Borough, all in conjunction with appropriate regional and fire-fighting activities.
B.
Further, upon authorization of an appropriate officer of the Birdsboro-Union Fire Department, the said Fire Company is hereby recognized as the official Fire Company of the Borough of Birdsboro for participation and ceremonial events, including but not limited parades, fund-raising activities, dedications and all such other similar activities as authorized by the appropriate officer of the Birdsboro-Union Fire Department.
All such authorized activities of the authorized members of the Birdsboro-Union Fire Department are hereby deemed to be subject to and construed under 42 Pa.C.S.A. § 8541, regarding and concerning local governmental agency immunity.
It is declared that the enactment of this chapter is necessary for the protection, benefit and preservation of the health, safety and welfare of the inhabitants of the Borough, and that the Birdsboro-Union Fire Department of the Borough of Birdsboro and Township of Union, Berks County, Pennsylvania is and shall be the official Municipal Fire Department servicing the municipality until further resolution, ordinance or other official act of this municipality.
