This charter shall apply to the Borough of Kingston,
Luzerne County, Pennsylvania, which shall include all territory within
the boundaries of the borough at the time when this charter shall
take effect, and all territory that may lawfully be added to the borough
at any time thereafter. The borough of Kingston shall be hereafter
known and referred to as the Municipality of Kingston.
The Municipality of Kingston shall have full
and complete powers of local self government as is or may be in the
future possible under the constitution and laws of the Commonwealth
of Pennsylvania and this Home Rule Charter; and, in addition, shall
have all other powers not denied to it by said constitution and laws
of Pennsylvania and by this charter.
The powers of the municipality shall be construed
liberally and broadly in favor of the municipality, and the specific
mention of particular powers in this charter shall not be construed
as limiting in any way the general powers stated in this Article.
All possible powers of the municipality are to be considered as if
specifically and individually set forth in this Article, whether such
powers are presently available to the municipality or may hereafter
become available.
The municipality may exercise any of its powers
or perform any of its functions and may participate in the financing
thereof, jointly or in cooperation, by contract or otherwise, with
the United States of America, or any agency thereof, and/or the Commonwealth
of Pennsylvania and any political sub-division or agency thereof.
