A Length of Service Awards Program (LOSAP) is
herewith created in accordance with Chapter 388 of the Laws of 1997 to reward volunteer members of the Logan Volunteer Fire
Company, Auburn Volunteer Fire Company and Pedricktown First Aid &
Rescue Squad for their loyal, diligent and devoted services to the
residents of Oldmans Township.
The LOSAP shall provide for fixed annual contributions
to a deferred-income account for each volunteer member that meets
the criteria set forth below; such contributions shall be made in
accordance with a plan that shall be established by the Township of
Oldmans pursuant to P.L. 1997, c. 388; and such plan shall be administered
in accordance with the laws of the State of New Jersey, the United
States Internal Revenue Code and this chapter.

The LOSAP shall provide for annual contributions to each eligible
member of the Logan Volunteer Fire Company, Auburn Volunteer Fire
Company and Pedricktown First Aid & Rescue Squad who, in accordance
with the bylaws of the Logan Volunteer Fire Company, Auburn Volunteer
Fire Company and Pedricktown First Aid & Rescue Squad, attains
not less than 85 points in accordance with Schedule A, attached hereto,
during the calendar year. Each member who qualifies shall receive a minimum of $300
for a full year of service and a maximum of $1,150 for a full year
of service. The exact amount of the benefit shall be based on the
number of members who attain not less than 85 points. Any member who
shall serve for less than one year shall his or her benefit prorated
based upon the length of service in that year.
The LOSAP shall provide for contributions as
credit for no more than five years of prior years' services for each
eligible volunteer in accordance with the following: Each exempt and
nonexempt member of the Logan Volunteer Fire Company, Auburn Volunteer
Fire Company and Pedricktown First Aid & Rescue Squad shall be
credited with a year of active service for each year since 1990 that
the member was active and satisfied the minimum percentage for that
year; provided, however, that in no event shall a member receive more
than five years of prior service credits. Prior service shall be credited
at the rate of $200 per year during the first year of the plan.
The estimated cost of the program has been calculated
as follows:
A. During the first year of the plan (fiscal year 2001):
$35,000.
B. During each subsequent fiscal year of the plan: $30,000
per year, plus an annual inflation adjustment as permitted by law.
Each active volunteer member shall be credited
with points for volunteer services provided to the Logan Volunteer
Fire Company, Auburn Volunteer Fire Company and Pedricktown First
Aid & Rescue Squad in accordance with the following schedule:

This chapter shall not take effect unless it
is approved by the voters of Oldmans Township as a public question
at the next general election.
