There shall be the following offices and positions, in addition to those provided in this Code, to which the Oldmans Township Committee shall appoint qualified persons. Said appointments shall be made for the term listed opposite the respective office or position:

If any vacancies should occur in the aforementioned offices, said vacancies shall be filled by appointment. Said appointments shall be for the remainder of the unexpired term.

The duties and qualifications of certain officers set forth in § 30-1 of this article shall be as follows:
A. 
Municipal Court Administrator. The Municipal Court Administrator shall be empowered to carry out the responsibilities set forth pursuant to N.J.S.A. 2B:12-13 and to carry out all other responsibilities which a Municipal Court Administrator is empowered to perform by law.

B. 
Deputy Zoning Officer. The Deputy Zoning Officer shall be empowered to perform all duties performed by the Zoning Officer but shall only act in the temporary absence, disability or disqualification of the Zoning Officer.
C. 
Municipal Prosecutor. The Municipal Prosecutor is hereby empowered to appear in the Municipal Court of the Township of Oldmans on behalf of the State of New Jersey and the Township and shall conduct the prosecution of actions before the Municipal Court on behalf of the state or the Township. The Municipal Prosecutor shall be an attorney admitted to the practice of law in the State of New Jersey.
D. 
Deputy Municipal Court Administrator. The Deputy Municipal Court Administrator shall be empowered to perform all duties of the Municipal Court Administrator but shall only act as Municipal Court Administrator in the temporary absence, disability or disqualification of the Municipal Court Administrator.

E. 
Chief Financial Officer. The Chief Financial Officer shall be empowered to carry out the responsibilities set forth under P.L. 1947, c. 151 (N.J.S.A. 52:27BB-26 et seq.). The Chief Financial Officer shall be a certified Chief Financial Officer as defined by P.L. 1988, c. 110 (N.J.S.A. 40A:9-140.1 et seq.). However, pursuant to Section 8 of P.L. 1988, c. 110 (N.J.S.A. 40A:9-140.13), a person who is not a certified Chief Financial Officer and who does not hold a Municipal Finance Certificate may serve as a temporary Chief Financial Officer when a vacancy occurs in the position of Chief Financial Officer by an appointment for a period not to exceed one year and commencing on the date of the vacancy. Such person may be reappointed as Chief Financial Officer following the termination of the temporary appointment for one additional year, provided that no person shall serve as temporary Chief Financial Officer for more than two years, and provided that the approval of the Director of the Division of Local Government Services is first obtained. The term of office of the Chief Financial Officer shall run from January 1 in the year in which the Chief Financial Officer is appointed.

F. 
Superintendent of Streets and Roads.
(1) 
The Superintendent of Streets and Roads shall perform the following duties and functions:
(a) 
Maintenance of public streets and roads.
(b) 
Maintenance of all public grounds.
(c) 
Maintenance of Oldmans Township buildings.
(d) 
Any and all other duties designated by the Township Committee.[1]

(2) 
In the performance of his duties, the Superintendent of Streets and Roads shall be under the direct supervision of the Streets and Roads Committee, which Committee shall consist of one member appointed by the Oldmans Township Mayor.[2]

G. 
PILOT Administration. The PILOT Administrator shall, under the supervision and control of the Oldmans Township Committee:

(1) 
Be required to have a working knowledge of the different types of PILOT agreements, explain the pros and cons of each type and advise the Committee when negotiating a PILOT.
(2) 
Serve as the contact for all prospective taxpayers seeking PILOT agreements and shall be able to meet and/or convey the requirements of each PILOT type to the taxpayer.
(3) 
Process all abatement applications for PILOT agreements.
(4) 
Review all PILOT agreement proposals to verify they meet the statutory requirements of the specific type of abatement requested.
(5) 
Supply all required documentation to the Department of Community Affairs and Salem County Board of Taxation pertaining to PILOT agreements and/or abatements.
(6) 
Update the State of New Jersey's MOD IV computer system so that the abatements can be accurately tracked.
(7) 
Annually calculate each individual PILOT payment and supply quarterly bills to the taxpayer.
(8) 
Monitor each PILOT agreement to verify payments are accurate and timely.
(9) 
Calculate, with the Tax Collector, all late charges in the event payments are not accurate and/or timely.
(10) 
Notify Oldmans Township Committee in the event a taxpayer under a PILOT agreement defaults.
(11) 
Provide a year-end report to the Committee and the Chief Financial Officer recapping abatement/PILOT activity.
