The Municipal Planning Commission shall be composed
of five (5) persons appointed as provided by law and for the term
prescribed by law. Vacancies, occurring otherwise than by expiration
of a term, shall be filled for the unexpired term. The members shall
serve without compensation, and the commission shall be attached to
and function within the Department of Administration and Finance.
The Planning Commission shall advise the Department
of Administration and Finance with respect to the planning operations
of the municipality, the location and use of municipal buildings,
streets, parks and other facilities, the location and use of public
authority or private buildings and works, and proposed plans for building
lots or subdivisions requiring the review and approval of the Department
and such other matters deemed appropriate by the Commission.
The Recreation Advisory Commission shall be composed
of five (5) persons appointed by the Mayor, with the advice and consent
of the Council, for a term of three (3) years and until their successors
are appointed and qualify. Vacancies, occurring otherwise than by
expiration of a term, shall be filled for the unexpired term. Two
(2) of the members may be members of the School Board or its administrative
staff and shall reside in Kingston. The members shall serve without
compensation. The Commission shall be attached to and function within
the Department of Recreation.
The Recreation Advisory Commission shall advise the
Department of Recreation with regard to the Department's recreation
programs as well as the utilization and development of recreation
areas and facilities.
The Zoning Hearing Board shall be appointed and constituted
as provided by law. Vacancies, occurring other than by expiration
of a term, shall be filled for the unexpired term. The members shall
serve without compensation. The Board shall be attached to and function
within the Department of Administration and Finance.
The Zoning Board shall perform such duties and exercise
such power with respect to zoning matters within the municipality
as are imposed upon it by general law and by the Municipal Zoning
Ordinance.
The Municipal Shade Tree Board shall be composed of
five (5) persons appointed by the Mayor, with the advice and consent
of Council, for a term of three (3) years. Vacancies, occurring other
than by expiration of a term, shall be filled for the unexpired term.
The Shade Tree Board shall be responsible for enforcing
the applicable municipal ordinances which relate to the type and location
of new trees and the removal of trees.
The Citizens Advisory Commission shall be composed
of twenty-five (25) members who will be appointed by the Mayor with
the advice and consent of the Council. The terms shall be for three
(3) years. Vacancies occurring other than by expiration of a term
shall be filled for the unexpired term.
It shall be the responsibility of the Citizens' Advisory
Commission to meet at least four (4) times per year to review and
comment upon general municipal matters and to make appropriate recommendations
to the Mayor or Council.
Editor's Note: Former § 3-30, Board
of Health, was repealed 1-5-2009 by Ord. No. 2008-9. This ordinance
also provided that the Municipality of Kingston shall enter into an
agreement with the Pennsylvania Department of Agriculture for the
inspection of all restaurants, schools and other public facilities
within the Municipality.
The Municipal Authority shall be composed of seven
(7) members who shall serve a five-year term. The members of the governing
body of the Authority shall be appointed as provided by law.
Each municipal board and commission shall adopt its
own rules and regulations which will govern its operation. Included
shall be the establishment of a regular meeting date, officers, quorum
and other relevant procedures.
