A. 
As used in this chapter, the following words shall have the meanings hereby respectively ascribed thereto, except where the context clearly indicates a different meaning:
ALLEY
A public way, primarily intended to provide vehicular access to the rear of lots fronting upon public streets or avenues, whether designated as "alley," "court" or "lane."
AVENUE
Wyoming Avenue and other public thoroughfares running parallel or or generally parallel thereto.
BUILDING
Any structure used or intended to be used as a dwelling or place of business, industry or government, but shall not include any structure built as or used as a school or as a place of worship, or any accessory building located upon a lot where there is also a main building.
LANE
A street designated as a "lane" and not coming within the definition of "alley" hereinabove.
PERSON
Any natural person, partnership, association, firm or corporation.
STREET
Main Street and public thoroughfares running perpendicular or generally perpendicular to Wyoming Avenue.
B. 
In this chapter the singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine and the neuter.

Every building in the Borough of Kingston fronting upon any street, avenue, lane or alley shall be marked by the owner thereof with the official number that shall be assigned by the borough to such building, such number to be determined as follows:
A. 
All streets, and all lanes and alleys running parallel thereto, shall be numbered northwardly and southwardly from Wyoming Avenue, except for Market Street, which shall be treated as a continuation of Market Street in the City of Wilkes-Barre.
B. 
All avenues and lanes and alleys running parallel thereto shall be numbered eastwardly from the western end of such avenues, lanes and alleys.
C. 
Numbers shall be assigned at the rate of one (1) number for every twenty (20) feet of frontage, with the even numbers on the north and east sides thereof, odd numbers on the south and west sides thereof.
D. 
Specific numbers shall be assigned by the Municipal Administrator, within the above-stated framework, and in case of streets, avenues, lanes and alleys not running generally parallel or perpendicular to Wyoming Avenue, or in any other way not conforming to the prevalent pattern of street arrangements in the borough, numbers shall be assigned by the Administrator at approximate twenty-foot intervals as closely as possible to the numbers used upon neighboring streets and avenues running in an approximately parallel direction or, if the latter is not practicable, in the manner that the Administrator considers will provide a most logical means of locating the property.
Numbers, as assigned to each building in the borough according to the provisions of this chapter, shall be affixed to or painted upon or carved upon such building, or upon a permanent standard, base or support between such building and the street, avenue, lane or alley upon which such building fronts. Each digit of such number shall be at least three (3) inches high and shall be of such material and color as to be visible from the said street, avenue, lane or alley and shall constantly be maintained by the owner of the building in complete and legible form. The owner of every building in the borough shall reaffix or renew all numbers that shall not continue to conform to the requirements of this section.
