Before voting on the enactment of an amendment,
the governing body shall hold a public hearing thereon, pursuant to
public notice. In the case of an amendment other than that prepared
by the Planning Commission, the governing body shall submit each such
amendment to the Planning Commission at least 30 days prior to the
hearing on such proposed amendment to provide the Planning Commission
an opportunity to submit recommendations. If, after any public hearing
held upon an amendment, the proposed amendment is revised, or further
revised, to include land previously not affected by it, the governing
body shall hold another public hearing, pursuant to public notice,
before proceeding to vote on the amendment. Where a County Planning
Commission exists, amendments shall be submitted 30 days prior to
the scheduled public hearing.
Public notices of the proposed amendment shall
include either the full text thereof or a brief summary setting forth
with the principal provisions in reasonable detail and a reference
to a place within the municipality where copies of the proposed amendment
may be examined, in addition to the time and place of hearing.
After enactment, the advertisement of the amendment
may consist solely of a reference to the place or places within the
municipality where copies of such amendment shall be obtainable for
a charge not greater than the cost thereof and available for examination
without charge. The amendment may be incorporated into the Official
Ordinance Book by reference with the same force and effect as if duly
recorded therein.
