The Mayor of the Township of Morris or, in his
absence, the Acting Mayor of the Township of Morris may, whenever
he finds it necessary for the preservation of the public safety, public
health or public welfare of the residents of the Township of Morris,
order that certain streets of the Township of Morris be closed to
motor vehicle traffic on any certain day or days or during any specified
hours.
The Mayor or Acting Mayor, in the absence of the Mayor, in exercising the powers herein granted under §
88-18.1 hereof, shall follow the following regulations:
A. He must find as a matter of fact and so declare by
public statement filed in the office of the Clerk of the Township
of Morris that there is pending or present danger to the public safety,
public health or public welfare of the residents of the Township of
Morris.
B. He must designate specifically that street or those
streets or portions thereof which will be necessary to be closed to
motor vehicle traffic for the purpose of reducing or removing the
threat to the public health, safety or welfare, and, in addition thereto,
he shall specify the exact time or times of such closing and the day
or days or parts thereof.
C. Upon making such declaration and designation, he shall
forthwith cause a schedule of the same to be filed in the office of
the Township Clerk of the Township of Morris and, immediately thereafter,
forward a written copy of such schedule to the Chief of Police or
the Acting Chief, together with such orders to enforce the same.
D. He shall order the Police Department to post on such
street or streets proper and necessary warning signs, so as to amply
inform the operators of motor vehicles and other persons as may be
interested that such street or streets are closed to motor vehicle
traffic during such specified times and shall further require the
Police Department to provide for proper and necessary detour signs,
so as to minimize the inconvenience that may be caused to the motorists
and shall also provide for the removal of such signs when the closing
is no longer in effect.
E. He must obtain approval of the Commissioner of Transportation
for the regulations.
