It shall be unlawful for any person or persons to ride a motor-propelled vehicle as defined in Article
II, §
186-3 on any sidewalk in the Township.
It shall be unlawful for any person or persons to operate a motor-propelled vehicle as defined in §
186-1 on or over the pedestrian bridge providing access between the New Jersey Route 94 right-of-way and Footbridge Park.

As used in this article, the following terms
shall have the meanings indicated:
MOTORCYCLE
Any two-wheeled motor-propelled apparatus licensed by the
State of New Jersey, Department of Motor Vehicles, for operation upon
the public highways.
MOTOR-PROPELLED VEHICLE
Any vehicle fitted to run on wheels, cleats, skids, skis
or runners which is driven by any other means than muscular or battery
power, such as, by way of example and not limitation, gasoline or
diesel internal combustion engine, and shall include, but not be limited
to, all-terrain vehicles as defined in N.J.S.A. 39:3C-1, minibikes,
go-carts, trail bikes, sport bikes, trikes, motorized sleds, snowmobiles,
jet skis or any other sport vehicle. Not included in this definition,
and thereby not regulated by this article, are vehicles utilized solely
by handicapped persons, golf carts used in conjunction with playing
golf, power equipment such as lawn mowers used for the maintenance
of properties, lawns and fields, and farm equipment such as tractors.
PRIVATE PROPERTY
All property not defined as public property in the definition
of "public property" below.

PUBLIC PROPERTY
All lands owned, leased or possessed by any governmental
entity, or any agency or subdivision thereof. It shall specifically
include any public and/or dedicated streets, roads and highways within
the Township.
UNLICENSED OPERATOR
The operator of any motorcycle, who does not hold a special license issued by the State of New Jersey, Department of Motor Vehicles, permitting the operation of a motorcycle on the public highways, or the operator of any motorized sportbike who is in violation of §
186-4B of this article.

It shall be unlawful to operate a motor-propelled
vehicle in the following manner:
A. On the private property of another without the express
permission of the person owning or occupying the property;
B. On any highway, road or street within the Township;
C. On any other public property within the Township without
the express written consent or approval of the proper public authority,
and in compliance with any reasonable regulations that the public
authority may impose as a condition of such permission;
D. Without any fully functioning muffler device or, in
the case of vehicles having a two-cycle engine, without any spark
arrestor;
E. So as to create a loud or unusual noise which disturbs,
annoys or interferes with the peace, quiet or health of adjoining
property owners and/or all other persons situate within the range
of said loud or unusual noise;

F. In a careless, reckless or negligent manner so as
to endanger the safety or property of any person;
G. During the time period between 1/2 hour before sunset
and 1/2 hour after sunrise, but in any event no earlier than 8:30
a.m. and no later than 8:30 p.m.; and limited to all but snowmobiles;

H. The operation of a motor-propelled vehicle without
goggles and a helmet.
The following regulations shall apply to the
operation of a motorized sportbike or motorcycle operated on public
or private property other than on the property of the family of which
the operator is a member:
A. The operator of the motorized sportbike or motorcycle
shall wear a helmet, together with goggles or face shields, such as
is approved therefor by the State of New Jersey, Department of Transportation.
B. No person operating a motorized sportbike or motorcycle
shall engage in fancy or trick riding or ride without maintaining
full control of such motorized sportbike or motorcycle or to remove
both hands from the handlebar.
C. No person operating a motorized sportbike or motorcycle
shall carry any other person thereon except in a place designated
therefor and equipped therefor as part of original manufacture for
said purpose, and in no event shall a rider be carried on the handlebar
thereof.
It shall be the duty of any police officer to:
A. Impound any motorized sportbike or motorcycle operated
on public or private property alleged to be in violation of this article
either by virtue of its operation and use or by virtue of its operation
by an unlicensed operator; and
B. Impound any motorized sportbike or motorcycle operated
on public roadways in violation of any then applicable state statute
or any regulation validly promulgated by any state agency having jurisdiction.
Said period of impoundment shall be from the date of the alleged violation
until the disposition of the alleged offense by such court of competent
jurisdiction as shall hear the same, and the owner thereof shall pay
the reasonable cost of said removal and storage constituting impoundment
which is hereby deemed to be $3 per day, which charge for impoundment
shall in no event exceed 30 consecutive calendar days, provided that
the operator shall be deemed guilty of the alleged offense. Said expense
of impoundment shall be in addition to any other fine or penalty levied
or collected under the terms of this article.

A. Any person 18 years of age or older who violates or
fails to comply with this article shall be subject, upon conviction,
to a fine of not more than $1,000 or to imprisonment for a term not
to exceed 90 days, or both.

B. Any person under the age of 18 who violates or fails to comply with this article shall, for the first offense, be warned by the police, and a letter sent by certified mail separately to the parent or guardian of the violator. Upon conviction of a minor for a second offense of this article, the parent or guardian shall be subject to the penalties provided in Subsection
A above.
