The purpose of this chapter is to promote peace and good order, protect public property, places and lands, and protect and enhance the Village of Lowville.

As used in this chapter, the following terms shall have the meanings indicated:
Includes, but is not limited to, streets, highways, alleyways, stoops, storefronts, sidewalks, drives and parking lots located within the Village of Lowville, New York.
All lands, buildings, Village garages, Water Department property, parks, parking facilities and/or any other property owned by the Village of Lowville, New York.
It shall be unlawful for any person to violate any section of this chapter or to engage in any activity which will harass or intimidate or cause a public disturbance on any public place, public lands or on any Village property or damage any public or Village property.
No person or persons shall congregate, stand or loiter upon any street, sidewalk, entrance to building or on any public place, public land, Village property or other areas so as to obstruct the same, hinder or prevent persons passing or attempting or desiring to pass thereon; nor shall they congregate, stand or loiter in such a manner so as to annoy, disturb, inconvenience, alarm or be offensive to others.
Every person violating any provision of this chapter is subject to a penalty of up to $1,000 and/or up to 15 days' incarceration for each such offense and shall pay as a minimum penalty for such violation the following sums:
It shall be the duty of any police officer having jurisdiction within the Village of Lowville to enforce the provisions of this chapter.
