The construction and repair of sidewalks in the Village of Lowville shall be under the control and supervision of the Board of Trustees, who will on request furnish the grade or elevation of the surface for sidewalks and the width of the sidewalks that will be required. The width of the sidewalks in the village shall be determined in accordance with traffic and necessity.

All sidewalks within the limits of the Village of Lowville must be made of concrete with a minimum mix of one part cement, three parts sand and four parts crushed stone or gravel, and when laid must be at least four inches thick, except that, by permission of the Board of Trustees, asphalt mix sidewalks may be installed in accordance with specifications therefor filed with the Village Clerk on August 7, 1951.

Every person convicted of violating this article shall, upon conviction thereof, be punished by a fine of not more than $250 or imprisonment not to exceed 15 days, or both.
