Whereas, there has been in recent years an influx of peddlers and solicitors, some of whom conduct business in the Village of New Hartford for short periods of time, with no permanent location, and, after selling their wares, leave the Village of New Hartford without any recourse to the consumer for defective and/or inferior goods, and whereas, it is not the Village's intent to interfere with interstate commerce but to protect the citizens of the Village of New Hartford, the Village Board has determined that certain restrictions and requirements are necessary.
