No local law shall be adopted by the Board of Trustees of the Village of Pomona until a public hearing has been held thereon in its final form before such Board of Trustees not less than three days after public notice has been given of the time and place of the holding of such public hearing. Such notice shall be given by the Village Clerk by causing the same to be published once in the official newspaper of the village. Such notice shall contain the title of the proposed local law and a brief explanatory statement thereof.
The Village Clerk shall cause to be printed or otherwise reproduced copies of such proposed local law and shall, not later than the day such notice is published, post one such copy, together with the notice of hearing, in a conspicuous place in his or her office, and shall also make copies of such proposed local law available at his office for inspection by and distribution to any interested person during business hours.

The Village Clerk shall forthwith upon the adoption of a local law by the Board of Trustees post a copy thereof in a conspicuous place in his or her office.

Proof of publication of the notice of public hearing required by § 6-1 hereof and proof of the posting required by § 6-3 hereof shall be filed in the office of the Village Clerk.

A. 
Every zoning law and every amendment thereto, including any map incorporated therein, and all changes, amendments and supplements thereto or any portion thereof, adopted by the Board of Trustees, shall be entered in the minutes of the Board of Trustees and a copy thereof shall be filed in the office of the Village Clerk, and the title and a brief description of the contents thereof, together with a statement that the same is on record with the Village Clerk where it may be seen and examined, shall be published once in the official newspaper of the village and a copy of such local law or amendment, together with a copy of any map incorporated therein, shall be posted conspicuously at or near the main entrance to the office of the Village Clerk, and affidavits of such publication and posting shall be filed with the Village Clerk. Such local law shall take effect 10 days after such publication and posting, but such local law or amendment shall take effect from the date of its service as against a person served personally with a copy thereof, certified by the Village Clerk and showing the date of its passage and entry in the minutes.
B. 
This section shall modify and supersede the provisions of § 7-706 of the Village Law in regard to the publication and posting of village zoning laws, including changes, amendments or supplements thereto.
Each local law shall be numbered consecutively beginning with No. 1 for each calendar year. When a local law is finally adopted, certified copies thereof shall be filed in accordance with requirements of the Municipal Home Rule Law.
