This chapter shall be known as the "Town of Richmond Loitering, Assemblies and Disturbances Local Law."

No person or persons shall assemble, loiter or collect in crowds upon a parking lot, sidewalk, private premises or business premises which is posted by the property owner or business owner restricting such occupancy and use thereof to active customers and/or other invitees, nor shall any person or persons commit disorderly, profane, vulgar or obscene acts on said premises or annoy or disturb citizens or travelers thereon.

Any person who violates this chapter shall be guilty of a violation, and upon conviction thereof, shall be subject to a fine of not less than $100, and not more than $500, or imprisonment for a term not to exceed 15 days, or both.
A.
A sign posted by a property owner shall state: "This premises is restricted to active customers or invitees pursuant to Local Law No. 1 of the Year 1991."
B.
The size of this sign shall be a minimum of 14 inches by 20 inches, and the sign shall be permanently mounted in a conspicuous location on said premises.
