The word "street" as used herein shall include the words "road" and "highway."
No person shall build, kindle or make or assist in building, kindling or making any bonfire or other fire in any street or public place in the Village.
A. 
No person, firm or corporation, unless with the consent and under the supervision of the Commissioner of Public Works, shall cause or permit any accumulation of sand, gravel, cinders, topsoil, mud, earth or other material to be placed, deposited, tracked or flowed upon any street in the Village.
B. 
No person or persons shall throw, place, deposit or discard, or suffer or permit any servant, employee or persons in his or her charge to throw, place, deposit or discard, any ashes, garbage, tin cans, waste, wastepaper or refuse matter of any kind upon any street or public grounds in the Village unless with the consent and under the supervision of the Commissioner of Public Works, nor shall any person drain or permit the draining of water from a swimming pool, pond or stream onto a street or roadway, whether public or private, within the Village between the dates of November 1 and April 1 inclusive.

Any person committing an offense against § 227-2 or 227-3 of this article shall, upon conviction thereof, be guilty of a violation pursuant to the Penal Law of the State of New York punishable as provided in Chapter 1, Article I of this Code. The continuation of an offense against the provisions of this article shall constitute, for each day of the offense continued, separate and distinct offenses hereunder.
