The Town of Norfolk does hereby establish a Norfolk Inland Wetlands and Watercourses Agency pursuant to C.G.S. Sec. 22a-42. The Agency is authorized to promulgate such regulations in conformity with the regulations promulgated by the Commissioner of the Department of Environmental Protection pursuant to C.G.S. Sec. 22a-36 through Sec. 22a-45 as are necessary to protect inland wetlands and watercourses within its territorial limits.
The Agency shall consist of five members to be appointed by the First Selectman of the Town, to serve staggered three-year terms.
The First Selectman may remove any member or alternate for cause and fill any vacancy. Absence from three consecutive regular meetings and any intervening duly called special meetings may be cause for removal.
There shall be two alternate members of the Agency appointed by the First Selectman. Alternates shall have full voting rights when serving in the absence of a regular member and shall serve staggered three-year terms.
No individual shall serve on both the Conservation Commission and the Inland Wetlands and Watercourses Agency at the same time.

Pursuant to Sec. 7-131a, the Commission shall keep records of its meetings and activities and shall make an annual report to the municipality in the manner required of other agencies of the respective municipality.
