The Authority is responsible to contract and pay for all repairs and maintenance to laterals from owner-occupied residential buildings, subject to the following:
A. 
The Authority is only responsible for the portion of the lateral in the public right-of-way.
B. 
The property owner is responsible for all repairs and maintenance from the building to the public right-of-way.
Owners of commercial, industrial and institutional buildings are responsible for their laterals to the main. They are responsible for clogs etc. The Authority will still accept responsibility for structural failure of lateral pipe and fittings in the public right-of-way.
It is the property owner's responsibility to maintain their lateral in a condition that is free from infliltration inflow.
