In any street that is now or may hereafter be
graded, it shall be the duty of the owner or owners of lots abutting
thereon to maintain and keep in repair and neatly trimmed the grass
plots or parking in front of their said lots and to maintain and keep
in repair and free from grass, weeds or other vegetation or rubbish
the gutters and water tables in front of their said lots.

It is hereby made the duty of the Public Works
Director of the Borough to notify the owner or owners of any lots
in front of which said grass plots and gutters are not maintained
in repair as required by this article.

Upon the neglect or refusal of the owner or
owners of the lot or lots to comply with the requirements of this
article and the direction of the Public Works Director, the Public
Works Director of the Borough shall cause the same to be cleaned,
repaired and maintained at the cost of such owner or owners.
The Borough may collect the cost thereof and
10% additional, together with all charges and expenses from such owner
or owners, and may file a municipal lien therefor against such lot
or lots in accordance with the laws of the State of Pennsylvania.

Any person who violates any provision of this
article shall, upon conviction, be subject to a fine not exceeding
$600 plus costs of prosecutions for each offense and, in default of
payment of such fine and costs, to imprisonment in the county jail
for a term not exceeding 30 days.

A certain document, three copies of which are
on file in the office of the Secretary of the Borough of Westmont,
being marked and designated as set forth by resolution of the Westmont
Borough Council, be and is hereby adopted as the Property Maintenance
Code of Westmont Borough, Cambria County, Pennsylvania, for the control
of buildings and structures as herein provided, and each and all of
the regulations, provisions, penalties, conditions and terms of said
Property Maintenance Code are hereby referred to, adopted and made
a part hereof as if fully set out in this article, with the additions,
insertions, deletions and changes, if any, prescribed in said resolution.
