As used in this chapter, the following terms shall have the meanings indicated:
CAT
A felis libyca domestica, kept as a pet and/or for rodent control.
OWNER
Any person owning, keeping, feeding, harboring or having custody of a cat or who allows a cat to reside or remain in or about premises owned or occupied by such person.
A. 
It shall be unlawful for any owner to cause or permit any cat owned, kept, harbored or fed by such owner to become a nuisance. Acts of nuisance include but are not restricted to:
(1) 
The frequent raising of any disturbance between the hours of 9:00 p.m. and 7:00 a.m. the following day, prevailing time, or at extended intervals at any other time of day, or both.
(2) 
Viciousness.
(3) 
Frequent digging into flower beds, lawns, children's sandboxes or play areas or gardens, or the depositing of feces or urine and/or otherwise damaging shrubbery, trees or lawns on premises, personal property or other property not belonging to the owner of the cat.
B. 
No owner shall suffer, permit or encourage a cat to enter upon the property of any other person.
C. 
No person, whether an owner or otherwise, shall feed or cause or permit the feeding of any cat unless such feeding is conducted in a manner permitted by the provisions of this chapter and within a building.
Any person who is determined to have violated the provisions of this chapter shall be guilty of an offense and shall be subject to punishment as prescribed in the general penalty provisions contained in Chapter 1, General Provisions, Article II, General Penalty, of this Code.
