For the purpose of this chapter, the following words and phrases shall have the meaning ascribed to them in this article.
ENFORCEMENT OFFICER
Any person appointed by the Town Board to whom it may delegate the authority to administer and enforce this chapter.
JUNK
The outdoor storage or deposit of any of the following shall constitute junk:
A. 
Two or more junk vehicles (see definition).
B. 
One or more uninhabitable mobile homes.
C. 
Two or more inoperable items, including but not limited to washers, dryers, dishwashers, stoves, refrigerators, freezers, televisions, farm implements, construction equipment and recreational vehicles.
D. 
Any combination of the above or parts of the above that total two or more items.
E. 
The collection or storage of any secondhand or used material which taken together equals 500 cubic feet or more in bulk volume.
JUNK STORAGE AREA
The areas of any parcel of land intended to be used for the placement or storage of junk items.
JUNK VEHICLES
A. 
Any vehicle intended for travel on the public highways which meets all of the following condition:
(1) 
It is unlicensed.
(2) 
It is either abandoned, wrecked, stored, discarded, dismantled, or partly dismantled for a period in excess of six months.
(3) 
It is not in any condition for legal use upon the public highways.
B. 
Any vehicle not required to be licensed or vehicle not used on public highways shall be deemed a junk vehicle if:
(1) 
Such vehicle has remained unused for more than six months; and
(2) 
It is not in usable condition.
JUNKYARD
The outdoor storage or deposit of any of the following:
A. 
Five or more junk vehicles.
B. 
Two or more uninhabitable mobile homes.
C. 
Five or more inoperable items, including but not limited to washers, dryers, dishwashers, stoves, refrigerators, freezers, televisions, farm implements, construction equipment and recreational vehicles.
D. 
Any combination of the above that totals five items.
E. 
The collection and storage of any secondhand or used materials which taken together in bulk volume is equal to 2,000 cubic feet or more.
PERSON
Any individual, firm, partnership, association, corporation, company, or organization of any kind.
