This chapter is enacted as a local law pursuant to the Municipal Home Rule Law of the State of New York and shall be effective immediately on filing with the Secretary of State.

Pursuant to Municipal Home Rule Law § 10, Subdivisions 1(i) and 3, and § 22, this chapter supersedes in its application to the Town the requirement of a comprehensive plan under Town Law § 272-a, the times for public hearing and decision on site plan review specified in Town Law § 274-a, and the prohibition of Town Law § 267, Subdivision 3, on appeals to the Town Board from determinations of the Code Enforcement Officer.
