For the purpose of procuring accurate information with reference to the ownership of real estate within the Borough of Jersey Shore, County of Lycoming and State of Pennsylvania, the registration of the ownership of such real estate is hereby ordered and required.
The Borough Secretary shall, under the direction of Council, cause to be made all necessary books, maps and plans which will show such information as Council shall order and direct, such as location, description and dimensions of each property or lot within said Borough, the name or names of the owners thereof, the source and date of acquisition of title, deed book and page at which recorded, etc., with provision for the names of future owners and the dates of future transfers of title.
Such books, maps and plans shall be under the control of the Borough Secretary and kept in his office in the Borough Hall and they shall be carefully preserved and shall be so kept, by addition from time to time, as to show the ownership of every lot or piece of real estate or subdivision thereof within the limits of the Borough of Jersey Shore, with the succeeding transmissions of title from the time of the commencement of such registration.
It shall be the duty of all owners of real estate within the limits of the Borough of Jersey Shore, within one month after the date of the approval of this chapter and of every subsequent purchaser, devisee or person, within one month after acquiring title in any manner whatsoever to any real estate in said Borough, to furnish to the Borough Secretary at his office descriptions of their respective properties upon blanks to be furnished by the Borough and at the same time to present their conveyances to be stamped as evidence of the registry thereof.
The Borough Secretary shall procure a proper stamp for certifying the fact of registration of ownership, and stamp therewith all real estate conveyances registered in his office as hereinbefore provided.
The Sheriff of Lycoming County shall present for registry the deeds of all properties within the Borough of Jersey Shore sold by him at judicial sales and the Recorder of Deeds of Lycoming County shall not admit for record any deed of any property within said Borough bearing a date subsequent to the approval of this chapter unless such deed shall first have been duly stamped as herein provided.

Any person who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine not exceeding $600 and costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days.
