The following improvements shall be installed by the subdivider or a suitable guarantee provided by the subdivider, which shall ensure the provision of the improvements at the standards set forth in these regulations. The final plan shall not be approved until the improvements are installed and maintained in a satisfactory state of repair or a suitable guarantee is provided.
Streets shall be improved to the grades and dimensions drawn on plans, profiles and cross sections submitted by the subdivider and approved by the Planning Commission. Before preparing the street surface, the subdivider must install the required utilities and provide, where necessary, adequate subsurface drainage for the streets.
A.
Collector and minor streets. All major and minor streets shall be improved to an extent that such roads meet the following minimum requirements:
(1)
Minor streets and cul-de-sac streets. The base course shall consist of 10 inches of a compacted stone and four inches of a bituminous concrete base and two-inch topping course and approved by the Borough Council.
(2)
Collector streets. The base course shall consist of 10 inches of a compacted stone base and two-inch topping or six inches of bituminous concrete base course and approved by the Borough Council.
B.
Dedication of streets. Before any streets will be accepted by the Borough, the improved roads must be paved.
Cement concrete curbs shall be installed in all subdivisions to the specifications of the Borough Council
Cement concrete sidewalks at least four inches thick and four feet in width with expansion joints every five feet shall be installed where required.
A.
Sewer and water. Public sewer mains and laterals or water facilities shall be installed by the subdivider in accordance with the plans approved by the Planning Commission, the Borough Council and the Health Department. On-lot sewage disposal systems and individual wells are not permitted.
B.
Other utilities. Telephone, electric, TV cable and other such utilities shall be provided within the street right-of-way or easements to be dedicated for such utilities and in accordance with plans approved by the Planning Commission and the utility company. Underground installation of the utility distribution service lines is required.
A.
Storm drainage facilities shall be provided by the subdivider as shown in plans approved by the Planning Commission and meet the following requirements:
(1)
All details required for the collection and disposal of surface drainage shall be the same as that required for sanitary sewers.
(2)
Details of catch basins, open channels, culverts, conduits, ditches and headwalls.
(3)
Design and construction details for the ultimate disposal of stormwaters.
(4)
Design and construction details for any method of lowering the groundwater table with a drainage system.
B.
A summary of design data for all storm drainage must accompany the plans.
Monuments shall be set at the intersection of lines forming angles in the boundaries of the subdivision and at the intersection of street lines. They shall be iron pipes or bars 48 inches by three-fourths-inch diameter and set at all points where lines or lines and curves intersect and shall not protrude less than one inch or more than three inches above ground.
At the time each improvement is to be installed and upon its completion, the subdivider shall notify the Planning Commission to this effect so that adequate inspections can be made. A fee of 1 1/2% of the cost of the required improvements shall be paid to the Borough to cover the cost of inspection. Any unused portion of the fee shall be returned to the subdivider.
