This chapter shall be known as the "City of Vineland Commission on Civil Rights Ordinance."

The enactment hereof shall be deemed an exercise of the police power of the municipality for the protection of the public safety, health and morals, the promotion of the general welfare and the fulfillment of the provisions of the Constitution of the State of New Jersey guaranteeing civil rights as set forth in N.J.S.A. 10:5-1 et seq., particularly N.J.S.A. 10:5-10c.
The Commission shall be composed of 15 representative citizens serving without compensation, to be appointed by the Mayor. These appointees shall be called "Commissioners." The Mayor shall also designate the Chairman.
A. 
All appointments to the Commission shall be for a term of three years, except that, upon the original organization of the Commission, five Commissioners shall be appointed for a term of one year, five Commissioners shall be appointed for a term of two years, and five Commissioners shall be appointed for a term of three years. In the event of the death or resignation of any member, his successor shall be appointed to serve for the unexpired term for which such member has been appointed. Each member shall serve until his successor is duly appointed and qualifies.
B. 
The Commission shall select one or more Vice Chairmen and a Secretary from its members and fill such other offices as it may determine.
C. 
It is empowered to adopt rules for the government of its business and for its procedures as it may determine consistent with law.
A. 
The duty and function of the Commission shall be to foster, through community effort or otherwise, good will, cooperation and conciliation among the groups and elements of the inhabitants of the community and to make recommendations to the Mayor and Council for the development of policies and procedures in general for programs of formal and informal education that will aid and eliminate all types of discrimination based on race, creed, color, national origin, ancestry or age.
B. 
The Commission shall cooperate with other units of government or any other agencies concerned with the purpose of this chapter, particularly the Division on Civil Rights in the New Jersey Department of Law and Public Safety.
The Commission shall make an annual report to the Mayor and the Council of its activities and shall periodically make such recommendations to the municipal body as may be necessary to carry out the purpose of this chapter.
