A. 
The Town Council has previously established and currently maintains an Emergency Services Enhancement Program, funded by means of the surcharge set forth in this chapter, to allow for funding to providers of public emergency services. This program is known as the "Georgetown Emergency Services Enhancement Funding Program."
B. 
Within 90 days of the end of the Town's prior fiscal year, all funds collected under this program for the prior fiscal year shall be distributed as follows: 50% to the Georgetown American Legion Ambulance Post No. 8 and 50% to the Georgetown Volunteer Fire Co., Inc.

A. 
The Town Council has previously established and currently maintains a Recreation, Education, and Arts Trust Fund, funded by means of the surcharge set forth in this chapter, to allow for funding to nonprofit organizations providing recreational, educational, and cultural programs for the general benefit of the citizens of the Town. This program is known as the "Georgetown Recreation, Education, and Arts Trust (GREAT) Funding Program."
B. 
Funding.
(1) 
Eligible funding under this program shall include specific programs, program materials, or activities related to recreation, education and the arts, which will benefit the citizens of the Town.
(2) 
Ineligible funding under this program includes, but is not limited to, capital improvements, salaries or fundraising.
(3) 
Applications received after the published deadline shall not be considered.
(4) 
Applicants that fail to attend and present their application and request shall be disqualified from the granting cycle.
C. 
Application process and key dates.
(1) 
Applications for GREAT funding will be accepted between May 1 and April 30 of each fiscal year. Information to be included in any submittals should, at a minimum, include the following information: appropriate category the requestor falls under (recreation, education, arts); a description of the event/activity; detailed description of the proposed use of the funding (if awarded); the other funding sources available or being considered; and the actual amount requested for the program/activity.
(2) 
Prior to April 30, the Mayor shall appoint a GREAT Fund Committee as set forth in this chapter. The Committee shall meet as necessary to review the applications received and prepare a recommendation as to awards, which shall be submitted to Town Council no later than June 30.
(3) 
Formal notices of award will be issued, and distribution of funds shall take place prior to July 31.
(4) 
All recipient organizations shall submit and provide a presentation on the use of funds awarded at the December Town Council Meeting.
(5) 
Reimbursement of qualifying expenses previously incurred, but not applied for, during an eligible application period may be considered during a subsequent application period, but only under special or unanticipated circumstances where an advance request could not have been made in accordance with the time frames set forth in this chapter.
D. 
Great fund committee formation, review, and recommendation. All requests timely received shall be reviewed by a five-member committee, consisting of no more than two representatives from the Town Council, the Town Manager or his/her designee, and members of the public who represent interests covered by GREAT funding. The Committee shall make recommendations to the Town Council as to the distribution of funds. The distribution of all funds shall be subject to final approval by the Town Council. The Committee may recommend, and/or Council may approve, grant awards up to the amount requested by each organization, but requested amounts are not guaranteed.
E. 
Excess and reverted funds. Excess (unallocated) funding balances in the fund and any returned or reverted grant monies may be spent on Town-owned properties and improvements, available for public use, and one-time expenditures, but only to the extent such expenditures are for the general benefit of the public, with preference given to projects related to the areas of recreation, education and the arts. Funds may also be used to meet the Town matching requirement for grants requiring such matches. All such expenditures shall be reviewed and approved by Town Council.

A. 
Exemption request for Emergency Services Enhancement and/or GREAT fee. Applicants may submit to the Town Manager a written request for reduction and/or exemption from the Georgetown Emergency Services Enhancement and/or the Georgetown Recreation, Education, Arts Trust Funding Programs with appropriate justification of services or facilities provided for public use.

Any police officer of the Town of Georgetown, while in the performance of his duty, may immobilize, or remove and tow away, or have removed and towed away, by a commercial towing service, from any public highway, highway right-of-way, street or alley with the Town, any vehicle:
A. 
Parked in violation of any provision of the Town Code which prohibits parking in a designated area or which restricts the length of time a vehicle may be parked therein;
B. 
Parked in violation of any provision of the Town Code which prohibits parking in a metered area for a longer period that that covered by the amount paid; or
C. 
If any such vehicle is found parked on the streets of the Town of Georgetown, which has unpaid parking summons $100 or more and has remained unpaid 60 days or more.

A. 
No vehicle shall be immobilized by means other than the use of a device or other mechanism (commonly known as a "boot") which will cause no damage to such vehicle unless it is moved while such device or mechanism in place.
B. 
In the event a vehicle is immobilized, in addition to any other fine or cost imposed by this chapter, an additional cost of $45 shall be levied against the owner of the vehicle for the costs of immobilizing said vehicle. The Town shall have the right to waive this charge.
C. 
In the event a vehicle is immobilized pursuant to this article, the police officer shall cause to be placed on such vehicle, in a conspicuous manner, notice sufficient to warn an individual that such vehicle has been immobilized and that any attempt to move such vehicle may result in damage to the vehicle.
D. 
Any vehicle remaining immobilized for three days may be towed and impounded.
E. 
Any vehicle immobilized shall not be released to its lawful owners until all municipal parking citations issued on said vehicle, together with the costs of immobilization, have been discharged by payment of all fines and costs assessed thereon.
F. 
If the fines and costs of immobilization are paid under protest, the owner of the vehicle shall be entitled to a hearing before the Town Council. The request for a hearing shall be set for the next regular meeting of the Town Council and shall, in addition to placing it upon the meeting agenda, give notice to the person requesting the hearing and the Georgetown Police Department. No other notices are required. At such hearing, the Georgetown Police Department shall produce evidence relevant to the issue of whether or not the vehicle is in violation. The person requesting such hearing shall then be permitted to introduce such witnesses and evidence as he or she desires relevant to that issue. All witnesses shall be placed under oath. Strict rules of evidence shall not be required by the Town Council may accept any relevant evidence of a probative nature which, in its opinion, is such as could reasonably be relied upon by persons of common sense and procedure. At the conclusion of such hearing, the Council shall determine, by majority vote, whether or not they find that the owner's vehicle was in violation of this chapter. Such determination, with a brief statement of the findings upon which that decision was made, shall be entered in the minutes of the meeting.
G. 
It shall be unlawful for any person to remove an immobilization device and, having unlawfully removed such immobilization device, not to return it to the Town Office, In any instance in which an immobilization device has been removed other than by or at the direction of a municipal officer, there shall be a arguable presumption that the registered owner of the motor vehicle is responsible for the removed, missing or stolen device. Any violation of this section shall be punishable upon conviction by a fine of not less that $500. In addition, the Town shall have the right to recover the total of all unpaid municipal parking violation issued on said vehicle and the costs of immobilization.

In cases where remedial action by an owner is required and appropriate, should the owner fail to correct the noticed violation(s), the owner shall be subject to the following:
A. 
Failure to correct violation within time specified in the first notice of violation: $100.
B. 
Failure to correct violation within time specified in the second notice of violation: $200.
C. 
Each additional 15 days thereafter: $200.
