A. 
Usage. The word "persons," "person," "his" or "her" as used in this chapter shall be construed, wherever appropriate to the context, to include corporations. The singular number as used herein shall include the plural.
B. 
Words and terms defined. As used in this chapter, the following terms shall have the meanings indicated:
DISORDERLY HOUSE
Any building or structure or any part thereof which is used for gambling or which is frequented by prostitutes, criminals, gamblers, vagrants or persons violating the law or in which the law is habitually violated.
HOUSE OF ILL FAME
Any building or structure or any part thereof in which prostitution, lewdness or other unlawful sexual acts are permitted.
PUBLIC
Affecting or likely to affect persons in a place to which the public or a substantial group has access; among the places included, but not limited to, are highways, transport facilities, schools, apartment houses, places of business or amusement or any neighborhood.

Nothing in this chapter shall be construed as a preemption to Title 2C, New Jersey Code of Criminal Justice, and the applicable provisions of Title 2A, Chapters 169 and 170, of the New Jersey Statutes Annotated.

It shall be unlawful for any person to deal, play or engage in faro, roulette or other device or game of chance or to buy or sell what is commonly known as a "pool" or any interest or share in any such pool or to make or take what is commonly known as a "book" upon the running, pacing or trotting of any horse, mare, gelding or other animal or any game, racing or contest or to have in possession any ticket, slip or other writing or printing of an interest or share or showing or indicating an interest, share, bet or pledge in any pool, lottery, racing contest or other game of chance or to keep or attend a place to which persons may resort for engaging in any acts or for the betting upon the event of any horse race or other race or contest or for gambling in any form, and no person shall aid, abet, assist or participate in any such pool, lottery, race or other contest or game of chance.

The possession, sale, distribution or discharging of certain fireworks shall be permitted, excepting therefrom those fireworks defined in N.J.S.A. 21:2-3 as "dangerous fireworks" which shall be strictly prohibited.
No person within the limits of said City shall appear on any street, road, avenue, park or other public place in a state of nudity or make any indecent exposure of his or her person or commit or do any lewd or indecent act or behave in a lewd or indecent manner.
No person within the limits of said City shall disrobe in any automobile, truck or vehicle while the same is upon any parking place, street, road, avenue, park or other public place.

Subject to the terms and conditions of Chapter 481, Article I, of the Code of the City of Vineland, no person within the limits of said City shall sell, rent or offer to sell or rent any indecent picture, book, video, movie or thing or exhibit or perform any indecent, immoral or lewd play or other representation.
No person within the limits of said City shall keep or maintain a disorderly house or a house of ill fame or allow or permit any house, shop, store or other building or structure owned and occupied by him or her to be used as a disorderly house or house of ill fame.
No person within the limits of said City shall permit any house, shop, store or other building or structure owned or occupied by him or her to be frequented or resorted to by noisy, riotous or disorderly persons or by prostitutes, gamblers or vagrants.

Any act which offends the peace and good order of the City of Vineland is prohibited. Said act shall include (but not be limited to) fighting, threatening behavior and other act which causes alarm to the public order.

A sexually oriented business, as defined by N.J.S.A. 2C:34-6, including adult bookstores, may not be open for business before 8:00 a.m. or after 10:00 p.m. Mondays through Saturdays or on any Sunday or legal holiday.
All fines imposed and collected under and by virtue of this chapter shall be laid into the treasury of the City of Vineland.
