The placing, leaving and abandoning of personal property, including
unlicensed or uninspected motor vehicles, upon private property in excess
of 30 days without securing a permit for storage shall be illegal. The storage
of such articles in excess of 30 days promotes the infestation of rodents
and insects which jeopardizes the health, aesthetics, safety and well-being
of the citizens of Jackson Township.
Upon application for each thirty-day period, a permit fee of $250 shall
be paid. Before issuing the permit, the Zoning Enforcement Officer shall inspect
the site and, if the storage does not promote the infestation of rodents,
insects, obnoxious odors or interfere with the aesthetics of the surrounding
properties, he shall issue said permit subject to such control restrictions
as he shall deem necessary in the interest of the safety and well-being of
the citizens of Jackson Township. The permit shall be conspicuously posted
upon the property.
The Zoning Officer's failure to issue a permit or the restrictions imposed
may be appealed within 30 days to the Board of Supervisors by notification
in writing.

A. Any person, firm or corporation who shall fail to secure
a permit within 15 days of written notification to do so or who fails to adhere
to the control restrictions on the permit shall, upon being found liable therefor
in a civil enforcement proceeding commenced by the Township, pay a judgment
of not more than $600 plus all court costs, including reasonable attorney
fees incurred by the Township as a result thereof. If the defendant neither
pays nor timely appeals the judgment, the Township may enforce the judgment
pursuant to the applicable rules of civil procedure. Each day that a violation
continues shall constitute a separate violation.
B. All judgments, costs and reasonable attorney fees collected
for the violation of this chapter shall be paid over to the Township.
