Pursuant to the Ashland Home Rule Charter and
all other power and authority enabling, there is hereby established
the Ashland Department of Finance.

The Ashland Department of Finance may consist
of the following divisions and/or other applicable functions to be
determined by the Town Manager with the approval of the Select Board:
The Department shall be under the direction
of a Finance Director (hereinafter called the "Director"), who shall
be appointed by the Town Manager in accordance with the Town Charter.
The Director shall have direct responsibility for the administration
of the Department, subject to the direction and control of the Town
Manager. The person holding the position of Director may also be appointed
to hold other positions within the Town except that no one person
shall hold both the Town Accountant and Treasurer position at the
same time.

The Select Board may, and are authorized, to
develop a formal process of cooperation with other elected Town officials
and/or departments that have impacts on financial operations.
