There is hereby created the position of City Administrator for the Council
of the City of Monessen, Pennsylvania. The City Administrator shall be the
chief appointed official of the City Council.
The City Administrator shall be chosen by Council solely on the basis
of his executive and administrative qualifications with special reference
to his actual experience in, or his knowledge of, accepted practices in respect
to the duties of his office as hereinafter set forth. At the time of his appointment
and during his tenure of office, he must become a resident of the City. The
City Administrator shall not hold any elective city office.
The City Administrator shall be appointed by the majority vote of Council
and shall serve at the pleasure of Council or by specified contractual agreements.
The City Administrator shall receive such compensation as shall be fixed
from time to time by Council.
The City Administrator shall be responsible for the administration of
the affairs of the city, under policies established by the Council of the
City of Monessen, and shall be directly responsible to Council. He shall serve
as Deputy Director of the Departments of Public Affairs, Accounts and Finance,
Public Safety, Streets and Public Improvements and Parks and Public Property.
Councilmen acting in their executive capacity as department Directors may
execute their direction through the City Administrator.
In addition to the general power granted in §
68-11 hereof and subject to the policies established by Council, the City Administrator shall have the specific duties and powers as follows:
A. He shall have authority to establish proper accounting
procedures, to invest all idle funds, to record all assets, property trusts,
debts due, receipts and expenditures, to supervise the accounts of all departments,
to prepare and present an annual budget, to prepare and present monthly and
annual reports on the condition of the city's finances and to suggest
improvements of the city's finances.
B. He shall create and maintain administrative controls
to ensure compliance with the annual budget and the capital improvements budget.
C. He shall develop a central purchasing system for procurement
of supplies and materials to be used by the city.
D. He shall develop facilities for the maintenance of all
archives, documents and records of the city as provided by law and shall establish
a system of uniform forms to be used in the city's official business.
E. He shall establish lines of administrative direction
and control for all city departments and agencies and shall be granted the
authority to provide personal direction of all operating personnel through
the establishment of administrative lines of authority and responsibility,
which shall include the creation of a procedure whereby he shall recommend
the appointment or removal of all city operating employees not subject to
civil service.
F. He shall develop means to expedite the business of the
City Council and shall prepare from time to time as he may deem in the Council's
best interest, or as Council may from time to time direct, reports and matters
of research of interest to the community.
G. He shall act as Administrator and Coordinator of the
quasi-governmental bodies, as directed by City Council, to include the Community
Development Block Grant Program, commissions and civic committees.
