No person, copartnership, corporation or unincorporated association, either directly or indirectly by employing others, shall throw, cast, drop, place or deposit, or cause to be thrown, cast, dropped, placed or deposited, in or upon any street, alley, sidewalk or other public place within the Borough of Prospect Park or in or upon any porch, stoop, piazza, doorknob or yard of any house or other structure along any of the streets, sidewalks or alleys within the Borough or in any vehicle parked along any of the streets, sidewalks or alleys within the Borough, any poster, circular, bill, handbill, paper or other advertising matter of any kind or description or any wastepaper, rubbish or discarded article of any kind; provided, however, that nothing herein contained shall be held to apply to any newspaper, periodical, advertisement, handbill or circular subscribed to by any occupant of the structure at which it is left or which is contained in any envelope addressed by name to any occupant of the structure at which it is left.
Any person who shall violate any provisions of this chapter shall, upon conviction thereof, be punishable by a fine of not more than 300 and costs of such proceedings or, upon default of payment of such fines and costs, by imprisonment in the county jail for a term of not more than 30 days. The continuation of such violation for each successive day shall constitute a separate offense, and the person or persons allowing or permitting the continuation of the violation may be punished as provided above for each separate offense.
