There is hereby created a Park and Recreation Board in and for the Township
of Raccoon which shall hereinafter be known as the "Raccoon Township Park
and Recreation Board."
The Raccoon Township Park and Recreation Board shall consist of seven
persons who are residents of the Township of Raccoon and shall serve for a
term of five years or until their successors are appointed except that the
members of such Board first appointed shall be appointed for such terms so
that the term of not more than two members shall expire annually thereafter.
Members of the Raccoon Township Park and Recreation Board shall serve
without pay.
Appointments to the Raccoon Township Park and Recreation Board shall
be made by motion duly passed at the first regular meeting of the Township
Supervisors in January, provided that a vacancy may be filled, by motion duly
passed by a majority of the members of the Board of Supervisors at any time,
said appointment to be for the unexpired term caused by a vacation.
The authority of the Township Supervisors to equip, operate, and maintain
parks, recreation areas, and facilities of the Township of Raccoon and to
sponsor recreation activities for Township residents is hereby placed in the
Raccoon Township Park and Recreation Board; provided, however, that all expenditures
are subject to prior approval of the Township Supervisors.
The Raccoon Township Park and Recreation Board shall, at its first meeting
and thereafter at its first meeting in January of each year, elect its own
Chairman and Secretary and select all other necessary officers to serve for
a period of one year, exclusive of 1983; the Raccoon Township Park and Recreation
Board shall have power to adopt rules and regulations for the conduct of all
business within its jurisdiction.
It shall be the duty of the Raccoon Township Park and Recreation Board
to submit an annual report which shall include an analysis of the community
recreation area, facilities, and leadership, with particular reference to
the extent and adequacy of the program and its effectiveness in view of the
public expenditure and the public need to be met; in conjunction with said
annual report, the Raccoon Township Park and Recreation Board shall submit
a proposed budget to the Supervisors, which proposed budget shall be advisory
only.
