As used in this article the following words shall have the meanings indicated.
ASHES
Includes coal ashes, coke ashes, wood ashes and ashes resulting from other fuels and for cooking and heating purposes.
GARBAGE
Consists of all vegetable and animal waste, including offal, carcasses, fat, bone, swill and animal and vegetable matter, or other organic substance, subject to fermentation or decay, resulting from the storage, handling, consumption and preparation of food. It shall not contain dishwater or other soapy water.
PERSON
An individual or individuals, company, partnership, firm, association, corporation, or municipality other than the Township of Raccoon, Beaver County, Pennsylvania.
RUBBISH
Consists of mixed and waste fragments resultant from the use of household necessities, including but not limited to glass, china, metal, tin, wood, leather, rubber, carpeting, prunings from vines and shrubbery, and other foreign matter, but excepting ashes and garbage.
A. 
No person shall dump, deposit or accumulate ashes, rubbish, garbage or other refuse materials within the Township of Raccoon, Beaver County Pennsylvania.
B. 
No person shall use or permit to be used any spot or place within the Township of Raccoon as a public or private dump for garbage, ashes, rubbish or other refuse.
A. 
Nothing in this article will be construed to prevent or prohibit any person engaged in the business of farming from maintaining a manure pile upon which may be thrown garbage originating on such farm, or from disposing of any ashes or rubbish originating on such farm on land occupied by him so long as it is at least 50 feet from the center line of any public highway, road, street or land and so long as a nuisance does not result therefrom.
B. 
Nothing in this article shall prevent or prohibit any person from burying garbage on land owned by him in a pit or trench dug for that purpose, provided that such garbage was originated, manufactured or produced on such land and provided, further, that the garbage is immediately covered with a layer of dirt so that it does not become offensive or a nuisance.
C. 
Nothing in this article shall prevent any person from building or maintaining a compost pile, consisting of lawn, hedge and shrubbery clippings, leaves, weeds and soil.
A. 
Any person, firm or corporation, or other entity who shall violate any of the provisions of this article shall be subject to criminal enforcement procedures as set forth in Chapter 1, General Provisions, Article II.

B. 
All fines levied, assessed and paid under the terms of this article shall be payable to the Treasurer of the Township for the general use of the Township.
