This chapter has been developed for the purpose
of lessening congestion on roads and highways; to secure safety from
fire, panic and other danger; to promote health, morals and the general
welfare; to provide adequate light and air; to prevent the overcrowding
of land; to avoid undue congestion of population; to facilitate the
adequate provision of transportation, water, sewage, schools, parks
and other requirements and facilities; to provide for a reasonable
mix of land uses and a variety of dwelling types; to preserve scenic
and historic values, prime agricultural land, natural areas, aquifers
and floodplains; to accommodate reasonable overall community growth
and to facilitate emergency management operations, airports and national
defense facilities.
This chapter has been developed to assist in
furthering the long range community development objectives of Raccoon
Township as outlined in the 1990 Review and Update of the Comprehensive
Development Plan. Specifically, the local community development objectives
relate to the following elements:
A. Protection, management and enhancement of natural
resources and environmental qualities.
B. Maintenance and improvement of aesthetic qualities
throughout the municipality.
C. Preservation of viable agricultural areas.
D. Encouragement and promotion of a range and variety
of decent, safe, sanitary housing to accommodate the particular needs
of current and anticipated inhabitants.
E. Maintenance and expansion of the local economic base
consistent with the area and regional business climate and the local
capability to support and nurture appropriate economic activities.
F. Creation and maintenance of orderly land use patterns
in distinguishable but complimentary districts to encourage the highest
and best use of developable land.
G. Development of a program to provide facilities and
services to meet current and projected municipal needs.
H. Provision of an efficient, safe and convenient road
system to serve local and regional access needs.
I. Coordination and cooperation with local and regional
development programs.
