The fees to be paid for the following applications shall be as set from time to time by the Town Council:[2]
A. 
Concept plan.
B. 
Subdivision.
(1) 
Minor subdivision.
(2) 
Major subdivision.
C. 
Site plan review under Article XII of Chapter 155, Zoning.

If a subdivision is to be developed, no tract, parcel or lot which is any part of any subdivision shall be transferred by the subdivider, nor shall possession of any tract, parcel or lot be granted by the subdivider to any third party, until all work required by the construction and improvement program shall have been completed pursuant to the provision of Articles IV of this chapter, excepting that subdivider's failure to complete blacktopping streets, installing sidewalks, monuments and streetlights, if applicable, and furnishing as-built plans shall not bar transfer of title or possession if a bond with surety assuring completion of that work required to complete the project be posted by the subdivider and is accepted by the Town Solicitor.
