Prospective or current employees and volunteers of nonprofit youth-serving organizations and/or employees and volunteers of Borough-sponsored programs involving minors shall submit their name, address, fingerprints and written consent to the organization or Borough for the criminal history record background check to be performed. The organization or Borough shall submit this documentation to the New Jersey State Police, Volunteer Review Operations (VRO), after having coordinated the taking of the applicant's fingerprints through the entity designated by the New Jersey State Police.
A. 
A nonprofit youth-serving organization (organization) operating in Essex Fells must register with the Volunteer Review Operations (VRO) of the New Jersey State Police, Bureau of Investigation (SBI). The organization must provide the following to register with the VRO: short form of standing from the Department of Treasury (Division of Revenue); federal tax exemption with the IRS – letter of determination; executed memorandum of understanding.
B. 
The VRO will process the applicant fingerprint cards, review records, and respond to the registered organization or Borough. The VRO will review and make a determination based on disqualifiers enumerated pursuant to N.J.S.A. 15A:3A-3. Applicants may challenge the decision and review their record directly with the VRO.
C. 
Applicants shall utilize the State Police contract vendor for the taking of fingerprints.
The nonprofit youth-servicing organization, or Borough as to Borough-sponsored programs, shall coordinate a criminal history background check every three years after the initial check, for as long as the prospective or current employees and volunteers shall remain involved in nonprofit youth-serving organizations and/or Borough-sponsored programs involving minors.
Fees to be charged, if any, in connection with providing background checks shall be established by resolution of the governing body.
