For the purposes of this article, the following words and phrases shall have the meaning ascribed to them as follows:
ASHES
The residue from the burning of wood, coal, coke, paper cartons or other combustible materials, and includes clean "ashes" from outdoor incinerators.
GARBAGE
The animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food, and includes offal and other putrescible substances.
PERSON
Any person or persons, association, partnership, company, firm or corporation.
REFUSE
All solid wastes, including garbage, rubbish and ashes, with the exception of body wastes.
RUBBISH
Waste or rejected matter, anything worthless or valueless, and shall include, but not be limited to, tin cans, bottles, broken crockery, glass, paper, paper boxes, rags, old shoes, carpets, trash and other debris.
A. 
No person shall place any garbage or rubbish in any street, alley or other public place, or upon any private property, whether owned or occupied by said person or not, within the limits of the Borough, unless the same is placed in a proper receptacle for collection or under an expressed approval granted by the Council.
B. 
No person shall throw, deposit or place any refuse in such a manner that the elements may carry same onto any other public or private property or into any watercourse or body of water.
C. 
No person shall use garbage or rubbish for purposes of fill or for the construction of any land, driveway or right-of-way, or permit same to remain on any private property.
D. 
Any violation of this section is hereby declared to be a nuisance and subject to abatement as such in the manner provided by the Borough.
E. 
Nonresidential properties shall be limited to two receptacles per week and all garbage shall be properly placed in receptacles as defined in § 316-4.
F. 
There shall be no limitation upon the amount of recyclables permitted to be placed for collection by any person for either a residential or nonresidential property.
G. 
All garbage, rubbish and garbage/recycling containers upon any property within the limits of the Borough not placed for collection pursuant to § 316-5 shall be stored in the side or rear yard of the property in a neat and orderly fashion and in receptacles as defined in § 316-4.

H. 
All garbage, rubbish and garbage/recycling containers upon any property within the limits of the Borough not placed for collection pursuant to § 316-5 shall not be stored in the front yard of any property, with "front yard" as defined in § 395-4B.

A. 
All garbage, before being placed in containers, shall be drained free from all liquids and shall be wrapped in several thicknesses of paper or placed in a suitable bag or container.
B. 
All garbage and rubbish shall be drained of any liquid before being deposited for collection.
C. 
Other refuse shall be stored in durable containers with close-fitting covers, except that bulky refuse may be packed and bundled together and firmly tied so as to be easily handled and not to exceed four feet in length nor 50 pounds in weight. No rubbish shall be stored in cardboard boxes.
D. 
Ashes shall be placed in a separate, noncombustible container and shall not at any time be placed on a combustible surface.
E. 
Removal of wearing apparel, bedding or other refuse from homes or other places where highly infectious or contagious diseases have prevailed should be performed under the supervision and direction of the Health Officer of the Borough. Such refuse shall not be placed in containers for regular collections.
F. 
Highly inflammable or explosive materials shall not be placed in containers for regular collection, but shall be disposed of as directed by the Borough at the expense of the owner or possessor thereof.
G. 
Improper disposal of hypodermic needles will result in discontinuation of trash service. If a violation occurs, trash service will be discontinued until the resident is enrolled into a safe syringe disposal program.

H. 
Violation. Any person, firm or corporation that violates or neglects to comply with any provision of this chapter or any regulation promulgated pursuant thereto, shall, upon conviction thereof, within 48 hours of notice, be punishable by a fine not to exceed the following amounts for the following offenses:

(1) 
First offense: up to $100.
(2) 
Second offense: up to $200.
(3) 
Third offense and thereafter: up to $500.
A. 
Refuse receptacles shall be kept as sanitary as possible and shall be thoroughly cleansed by the owner at least periodically after collection.
B. 
Receptacles shall be made of rust-resistant material, be watertight, be provided with a watertight cover and have proper handles.
C. 
No person shall use a garbage or rubbish receptacle having a capacity of more than 32 gallons nor less than 10 gallons, and the combined weight thereof shall not exceed 50 pounds.
D. 
Ash containers shall have a capacity of not more than 15 gallons nor exceed 50 pounds.
E. 
All refuse receptacles shall be provided by the owner, tenant or occupants of the premises.
Refuse shall be placed on the curb of a public street not more than 24 hours prior to the regular collection day and all containers shall be stored within 12 hours after collection.
Lawn cuttings shall be placed in baskets or other containers. Tree trimmings and hedge trimmings shall be securely tied in bundles not heavier than 50 pounds and not more than four feet in length. The foregoing shall be placed at the curbline for collection.
No person shall throw or deposit litter in or upon any street, sidewalk or other public place within the Borough except in public receptacles or in authorized private receptacles.

No person shall sweep into or deposit in any gutter, street or other public place within the Borough the accumulation of litter from any building or lot or from any public or private sidewalk or driveway. Persons owning or occupying property shall keep the sidewalks in front of their premises free of litter.
During the season specified by Borough authorities for collection of leaves from the streets, leaves may be placed in the street not less than one foot from the curb or curbline of said street immediately abutting the premises and not less than 10 feet from street stormwater inlets.[2]

Any person who violates or neglects to comply with any provisions of this article or any regulation promulgated pursuant thereto shall, upon conviction, be subject to the penalty as provided in § 1-15, General penalty, of this Code. The Borough of Runnemede, at its discretion, shall terminate collection services to any person found guilty of violating the provisions of this article pertaining to nonresidential properties two or more times. Pursuant to N.J.S.A. 40:49-5, the Borough may impose for a violation of this article pertaining to unlawful solid waste disposal at least a minimum fine, which shall not exceed $2,500, or a maximum fine of not more than $10,000.
