No person shall park any motor vehicle, whether attended or unattended, within the confines of any right-of-way of any street or road located and situate within the Township of Shirley, County of Huntingdon, Commonwealth of Pennsylvania.
The purpose of this article is to provide and protect the public health and welfare of the users of the highway so as to avoid serious accidents on the various roads and highways in the Township of Shirley.
The owner of any vehicle as determined by the license registration number on the said vehicle shall be considered prima facie as the person who parked the said motor vehicle within the confines of the area hereinabove set forth where parking is restricted.

Any person who violates a provision of this article shall, upon conviction, be subject to the appropriate penalties set forth in the Pennsylvania Vehicle Code (75 Pa.C.S.A. § 101 et seq.) for each provision so violated.
