A. 
East Hempfield, Manor and West Hempfield Townships (collectively the Townships and individually a Township) are adjoining municipalities within Lancaster County, Pennsylvania. Each Township has each established a Police Department (collectively the Police Departments and individually a Police Department) to provide police protection services within its respective municipal boundaries.
B. 
Numerous heavily traveled roadways are located within the Townships. There are often serious accidents occurring on these roadways. The Townships desire to join together to create a Crash Scene Investigation Unit (the Crash Scene Unit) to provide services within all three Townships. The Crash Scene Unit would be composed of members of the Police Departments. In addition, each Township will contribute funds toward the purchase of equipment which the Crash Scene Unit will need to perform its functions.
C. 
Police officers of each Township have provided mutual aid to the police officers of the other Townships. Police officers of each Township may enter and leave their respective jurisdictions during each shift to respond to requests for assistance or because of the fact that the municipal boundaries are irregular or are the center lines of public streets. Questions sometimes arise concerning the precise location of a municipal boundary and the jurisdiction of a police officer of a given Police Department to respond to an incident. At many locations, the center line of a heavily traveled street is the municipal boundary line. This can result in Lancaster County-wide communications forwarding a call to one Township's Police Department for an incident occurring in the adjacent Township. The Townships additionally desire to enter into an agreement to grant the police officers of the other two Townships jurisdiction to respond to calls within that Township and to assist its officers.
This Township agrees that East Hempfield, Manor and West Hempfield Townships shall join with each other in accordance with the Pennsylvania Intergovernmental Cooperation Act by entering into the intermunicipal agreement which is adopted by reference with the same effect as if it had been set out verbatim in this section and a copy of which shall be filed with the minutes of the meeting at which this chapter was enacted.
This Township is authorized to enter into the intermunicipal agreement for the purposes contained therein. This action is to be taken by the officials or employees of the Township designated for this purpose pursuant to general or specific instructions issued by the Board of Supervisors.
As required by the Intergovernmental Cooperation Act, the following matters are specifically found and determined:
A. 
The conditions of the agreement are set forth in the intermunicipal agreement referred to in § 11-2.
B. 
The intermunicipal agreement shall commence upon execution by all Townships and shall continue indefinitely. The intermunicipal agreement shall be terminable by any party at any time upon written notification to the other parties of the party's election to terminate the intermunicipal agreement. Such termination shall become effective 10 days after the date of such written notice by the party electing to terminate the intermunicipal agreement.
C. 
The purposes and objectives of the intermunicipal agreement are to provide for a Crash Scene Investigative Unit composed of members of the Police Departments of each Township to provide services within all three Townships and to address issues which may arise when a police officer of one Township enters the municipal boundaries of another Township in the course of his or her duties.
D. 
Each Township shall contribute the sum of $3,000 toward the purchase of equipment for the Crash Scene Investigative Unit in 2004 and may contribute additional funds in future years.
E. 
No new organizational structure will be formed by the intermunicipal agreement. The Crash Scene Investigative Unit will not be a separate and distinct entity.
F. 
If the Police Chiefs of each Township propose to purchase a single piece of equipment for the Crash Scene Investigative Unit, title to such equipment shall be in the name of West Hempfield Township. If the Police Chiefs agree to purchase equipment such as computer software or protective gear where each Police Department will have its own items of such equipment, then each Township shall acquire, manage or dispose of such property as it deems necessary or desirable.
G. 
Each Township has the power to enter into contracts for policies of insurance or other employee benefits.
