The Mayor shall be authorized to make and execute
Township contracts which do not require advertisement and competitive
bidding under § 1802(a) of the First Class Township Code
of the Commonwealth of Pennsylvania [53 P.S. § 56802(a)],
unless otherwise provided or restricted by the Home Rule Charter,
this Administrative Code, any authorizing ordinance, or otherwise,
all as amended from time to time.
The following Township contracts shall be authorized
by an ordinance approved by the Board of Commissioners:
A. Any capital expenditures in excess of $25,000.
B. The grant, renewal or extension of a franchise.
C. Construction of public capital improvements, regardless
of the amount involved.
D. Any intergovernmental contract in excess of $25,000,
except those of an emergency nature when required for the protection
of life and property, in which case such emergency agreement shall
be ratified by ordinance as soon as possible thereafter.
The Township shall have no authority to grant
to others, by franchise, contract or otherwise, its power and right
of eminent domain.

The Mayor may assign or delegate any of his
rights, duties or functions under this Part 11 to another Township
official, department head or chief or consultant or engineer with
appropriate qualifications or expertise.
