Definitions used in this article or in any regulations thereunder shall mean:
AMBULANCE
Any motor vehicle that is specially designed, constructed or modified and equipped and is used or intended to be used, maintained or operated for the purpose of rendering emergency medical care to, and transportation of, patients.
AMBULANCE SERVICE
Regularly based facility in Whitehall Township engaging in the service of providing emergency medical care and transportation of patients within the Township.
INVALID COACH
Any vehicle that is intended to be used only routinely to transport persons who are convalescent or otherwise nonambulatory and do not require medical treatment while in transit.
PATIENT
Any individual who is sick, injured, wounded or otherwise incapacitated or helpless.
PENNSYLVANIA VOLUNTARY AMBULANCE SERVICE CERTIFICATION PROGRAM
State recognized quality emergency medical care requirements and approval process on a voluntary basis.
RESCUE VEHICLE
Any motor vehicle which is designed and equipped for rescue operations and which is not used for emergency medical care and transport of patients.

A. 
Township concern for quality health care in the emergency services area can currently best be served through the Pennsylvania Voluntary Ambulance Service Certification Program inaugurated in 1977. The Township of Whitehall endorses this program, a joint project of the Pennsylvania Department of Health, Division of Emergency Health Services, the Pennsylvania Department of Transportation, the Pennsylvania Emergency Health Services Council and the regional Emergency Health Services Councils of the Commonwealth. Township-based ambulance corps are urged to apply for the above certification to assure continuing quality health care to patients in the Township.
B. 
The program is offered to afford ambulance service recognition by the Pennsylvania Department of Health, in the absence of a Minimum Standards Act to provide statewide standards of ambulance design, equipment, personnel training and manning, communications, reporting and operations.
C. 
Voluntary ambulance service participation in the state program will prevent any municipal duplication of efforts, promote closer professional relationships among ambulance services and the Eastern Pennsylvania Emergency Medical Services Council, and facilitate awareness of an acquisition of all available financial assistance for ambulance services, which assistance normally involves such health channels.

Emergency services shall be subject to the Pennsylvania Motor Vehicle Code. (Ref. §§ 3105 and 4571 D).

Any amendments hereto shall be presented to two public hearings at least 10 days apart.
