As used in this Article, the following terms shall have the meanings indicated:
TRAILER OR CAMP CAR OR HOUSE CAR
Any vehicle used or intended to be used as a conveyance upon the public streets and highways, whether licensed as such or not, including self-propelled and non-self-propelled vehicles designed to permit the occupancy thereof as a dwelling place or sleeping place for one or more persons.
No person, firm or corporation shall operate or maintain a trailer campsite within the City of Hackensack without first applying for and receiving from the City of Hackensack a permit to do so and without complying with all rules and regulations of the Health Department of the City of Hackensack and all laws of the State of New Jersey applicable thereto.
It shall be the duty of the Health Department to enforce all of the provisions of this Article, and for the purpose of securing enforcement thereof, the Health Officer or any duly authorized representative or any police officer of the city shall have the right to enter upon the premises of any licensed campground to inspect the same at any time.
A. 
Each application for a permit shall be in writing, upon a form provided by the City Clerk for that purpose, and shall contain the information required by § 107-6B of Chapter 107, Licenses and Permits, as well as the name and address of the owner of the premises and a description of the property whereon it is proposed to conduct a campground and such other information as the City Clerk may require.
B. 
The application shall be accompanied by an inspection fee in the amount set forth in Chapter 107, Licenses and Permits.
Upon filing of such application and inspection fee, it shall be the duty of the Health Department to investigate the premises and determine whether the proposed campsite conform with the requirements of this Article, the rules and regulations of the Health Department and the laws of the State of New Jersey, and no permit shall be issued unless such campground so complies and meets the approval of the Health Department, which may, in its discretion, approve or reject any proposed campsite.
A. 
Every campground shall provide available and unoccupied space of not less than 875 square feet for each trailer, and no trailer shall be located within 10 feet of any street line nor within 20 feet of any adjoining property line.
B. 
All camps shall be equipped with water service and shall be well drained.
It shall be unlawful to remove the wheels or otherwise affix a trailer to the ground. Any alteration to a trailer as above set forth shall be construed as converting it into a dwelling and it shall thereupon be subject to the requirements of the Building Code of the City of Hackensack.[1]

This Article is deemed necessary, in the interests of public health, safety and general welfare, as a police regulation for the safety and protection of the people of the city.

As used in this Article, the following terms shall have the meanings indicated:
TRAILER OR CAMP CAR
Any vehicle used or usable as a conveyance upon the public streets and highways and duly licensed as such, including self-propelled and non-self-propelled vehicles so designed and constructed and reconstructed or added to by means of accessories in such manner as to permit the occupancy thereof as a temporary dwelling or sleeping place for one or more persons and having no foundation other than wheels, jacks or skirtings so arranged as to be integral with or portable by said "trailer" or "camp car."
Except in a duly licensed trailer camp or campsite as provided by Article I of this chapter, it shall be unlawful for any person to park any trailer or camp car on any street in the City of Hackensack or on any premises within the limits of the City of Hackensack except for the purpose of loading and unloading, which shall be limited to a period no longer than 48 hours. Any trailer so parked shall be used for no purpose other than loading or unloading as provided above.
