There is hereby created a Recreation Board known as the "Youngwood Recreation Board of the Borough of Youngwood, Pennsylvania."

The Recreation Board shall be composed of a minimum of five to a maximum of 12 members, to be appointed by the Youngwood Borough Council. Council is authorized to determine, from time to time, the number of members to serve on the Recreation Board, from five to 12, as in its discretion it deems necessary or advisable for the effective administration and operation of the borough's recreation facilities and programs. Members may be appointed for any number of years, up to a maximum of five years. Vacancies shall be filled in the same manner as original appointments; however, Council shall not be obligated or bound to appoint any member to the full unexpired term of any vacancy. Members of the Board shall serve at the pleasure and discretion of Council, which said body may remove any member, at any time, with or without cause.
The Recreation Board shall elect, from its membership, a president, vice president, secretary and treasurer. It may adopt rules, regulations and bylaws necessary for the orderly procedure of its business, upon approval by Council. The Board shall hold regular meetings of not less than one time per month, for the conduct of the business of the Recreation Board.
The Recreation Board's mission and purpose is to recommend, initiate, sponsor, supervise and administer recreation programs and facilities and such other duties and responsibilities as may be delegated to it, by the Borough Council, from time to time.
The Recreation Board, being an agency of the Youngwood Borough Council, shall have no authority to enter into any contract or incur any obligation binding upon it or the borough, except as may be specifically authorized by Council by direction or policy.
Such powers are nor or may hereafter be provided by statute of the Commonwealth of Pennsylvania or by ordinances of the Borough of Youngwood relative to the development and operation of recreation systems, public parks and playgrounds are hereby vested in the Recreation Board, to be exercised by it subject to any and all restrictions contained in such powers and ordinances.
