This Charter, together with any subsequent amendments,
shall constitute the form of government for the City of Corning and
shall be known and may be cited as the "Corning City Charter."
The municipal corporation now existing and known
as the "City of Corning" shall continue to be a municipal corporation
under the same name and with the same boundaries.
The primary purpose of this Charter is to provide
greater governmental efficiency, economy and accountability in serving
the people of the City of Corning.
The City of Corning shall be a body politic
and corporate and shall have perpetual succession; may sue and be
sued; may acquire property within and without its boundaries for any
municipal purpose by purchase, gift, devise, lease or condemnation
and may sell, lease, hold, manage and control such property as its
interest may require. The City of Corning shall have all municipal
powers, functions, rights, privileges and immunities of every name
and nature wheresoever conferred on cities by the Constitution of
the State of New York and conferred or imposed on it by general or
special law.
The enumeration of particular powers in this
Charter shall not be deemed to be exclusive, but in addition to the
powers enumerated or implied herein or appropriate to the exercise
of such powers, the City of Corning shall have all powers necessarily
incident or fairly to be implied, not inconsistent with the provisions
hereof. The powers of the city under this Charter shall be construed
liberally in favor of the city, and the specific mention of particular
powers in the Charter shall not be construed as limiting in any way
the general power granted in this article.

The City of Coming is hereby divided into eight
(8) wards bounded or described as follows with the areas inside the
following boundaries all belonging to that ward, including the streets
mentioned in the description:
A. Ward One. The boundaries of Ward One are on the south,
the City line; on the west and north, a line running from the south
City line along the center line of Pearl Street to its intersection
with the center line of Delevan Avenue, thence along the center line
of Delevan Avenue to its intersection with the center line of Columbia
Street, thence along the center line of Columbia Street to its intersection
with the center line of Tioga Avenue, thence along the center line
of Tioga Avenue, continuing along the center line of Woodview Avenue
to its intersection with the center line of Canisteo Street, thence
along the center line of Canisteo Street to its intersection with
the center line of East Market Street, thence along the center line
of East Market Street, continuing along the center line of the street
running through Denison Park to its intersection with the center line
of Denison Parkway, thence along the center line of Denison Parkway
to the City limits; and on the east, the City.
B. Ward Two. The boundaries of Ward Two are on the south,
the City line; on the east, a line running from the south City line
along the center line of Pearl Street to its intersection with the
center line of Delevan Avenue, thence along the center line of Delevan
Avenue to its intersection with the center line of Columbia Street,
thence along the center line of Columbia Street to its intersection
with the center line of Tioga Avenue, thence along the center line
of Tioga Avenue, continuing along the center line of Woodview Avenue
to its intersection with the center line of Canisteo Street, thence
along the center line of Canisteo Street to its intersection with
the center line of East Market Street, thence along the center line
of East Market Street, continuing along the center line of the street
running through Denison Park to its intersection with the center line
of Denison Parkway, thence along the center line of Denison Parkway
to the City line; on the west, a line running from the south City
line along the center line of Chemung Street to its intersection with
the center line of High Road, thence along the center line of High
Road to its intersection with the center line of Wall Street, thence
along the center line of Wall Street to its intersection with the
center line of the alley located between Denison Parkway and First
Street, thence along the center line of said alley to its intersection
with the center line of Pine Street, thence along the center line
of Pine Street to its intersection with the center line of the Chemung
River; on the north, the center line of the Chemung River.
C. Ward Three. The boundaries of Ward Three are on the
south, the City line; on the north, the center line of the Chemung
River; on the east, a line running from the south City line along
the center line of Chemung Street to its intersection with the center
line of High Road, thence along the center line of High Road to its
intersection with the center line of Wall Street, thence along the
center line of Wall Street to its intersection with the center line
of the alley located between Denison Parkway and First Street, thence
along the center line of said alley to its intersection with the center
line of Pine Street, thence along the center line of Pine Street to
its intersection with the center line of the Chemung River; on the
west, a line running from the south City line along the center line
of Powderhouse Road to its intersection with the center line of Sixth
Street, thence along the center line of Sixth Street to its intersection
with the center line of Chestnut Street, thence along the center line
of Chestnut Street to its intersection with the center line of Fifth
Street, thence along the center line of Fifth Street to its intersection
with the center line of State Street, thence along the center line
of State Street, and continuing along the center line of Bridge Street
to its intersection with the center line of the Chemung River.
D. Ward Four. The boundaries of Ward Four are the south
and west, the City line; on the north, the center line of the Chemung
River; on the west, a line running from the south City line along
the center line of Powderhouse Road to its intersection with the center
line of Sixth Street, thence along the center line of Sixth Street
to its intersection with the center line of Chestnut Street, thence
along the center line of Chestnut Street to its intersection with
the center line of Fifth Street, thence along the center line of Fifth
Street to its intersection with the center line of State Street, thence
along the center line of State Street and continuing along the center
line of Bridge Street to its intersection with the center line of
the Chemung River.
E. Ward Five. The boundaries of Ward Five are on the
south, the center line of the Chemung River; on the east and north,
the City line to the center line of Baker Street; on the west, a line
running from the north City line along the center line of Baker Street
to its intersection with the center line of Perry Avenue, thence along
the center line of Perry Avenue to its intersection with the center
line of the alley located between Decatur Street and Bridge Street,
thence along the center line of said alley to its intersection with
the center line of Lane Street, thence along the center line of Lane
Street to its intersection with the center line of Bridge Street,
thence along the center line of Bridge Street to its intersection
with the center line of the Chemung River.
F. Ward Six. The boundaries of Ward Six are on the south,
the center line of the Chemung River; on the north, the City line;
on the east, a line running from the north City line along the center
line of Baker Street to its intersection with the center line of Perry
Avenue, thence along the center line of Perry Avenue to its intersection
with the center line of the alley located between Decatur Street and
Bridge Street, thence along the center line of said alley to its intersection
with the center line of Lane Street, thence along the center line
of Lane Street to its intersection with the center line of Bridge
Street, thence along the center line of Bridge Street to its intersection
with the center line of the Chemung River; on the west, a line running
from the north City line along the center line of Sly Avenue to its
intersection with the center line of Sterling Street, thence along
the center line of Sterling Street to its intersection with the center
line of Flint Avenue, thence along the center line of Flint Avenue
to its intersection with the center line of Magee Street, thence along
the center line of Magee Street to its intersection with the center
line of Dodge Avenue, thence along the center line of Dodge Avenue
to its intersection with the center line of the Chemung River.
G. Ward Seven. The boundaries of Ward Seven are on the
south, the center line of the Chemung River; on the north, the City
line; on the east, a line running from the north City line along the
center line of Sly Avenue to its intersection with the center line
of Sterling Street, thence along the center line of Sterling Street
to its intersection with the center line of Flint Avenue, thence along
the center line of Flint Avenue to its intersection with the center
line of Magee Street, thence along the center line of Magee Street
to its intersection with the center line of Dodge Avenue, thence along
the center line of Dodge Avenue to its intersection with the center
line of the Chemung River; on the west, a line running from the north
City line along the center line of Winfield Street to its intersection
with the center line of Pritchard Avenue, thence along the center
line of Pritchard Avenue to its intersection with the center line
of the alley located between Winfield Street and North Franklin Street,
thence along the center line of said Alley to its intersection with
the center line of Reynolds Avenue, thence along the center line of
Reynolds Avenue to its intersection with the center line of Buffalo
Street, thence along the center line of Buffalo Street to its intersection
with the center line of Pritchard Avenue, thence along the center
line of Pritchard Avenue to its intersection with the center line
of Pulteney Street, thence along the center line of Pulteney Street
to its intersection with the center line of Bissel Avenue, thence
along the center line of Bissel Avenue to its intersection with the
center line of the Chemung River.
H. Ward Eight. The boundaries of Ward Eight are on the
south the center line of the Chemung River; on the north and west,
the City line; on the east, a line running from the north City line
along the center line of Winfield Street to its intersection with
the center line of Pritchard Avenue, thence along the center line
of Pritchard Avenue to its intersection with the center line of the
Alley located between Winfield Street and North Franklin Street, thence
along the center line of said Alley to its intersection with the center
line of Reynolds Avenue, thence along the center line of Reynolds
Avenue to its intersection with the center line of Buffalo Street,
thence along the center line of Buffalo Street to its intersection
with the center line of Pritchard Avenue, thence along the center
line of Pritchard Avenue to its intersection with the center line
of Pulteney Street, thence along the center line of Pulteney Street
to its intersection with the center line of Bissel Avenue, thence
along the center line of Bissel Avenue to its intersection with the
center line of the Chemung River.
The city may exercise any of its powers or perform
any of its functions and may participate in the financing thereof,
jointly or in cooperation, by contract or otherwise, with any one
or more states or any state civil division or agency, or United States
or any of its agencies.
