It is the intent of the Common Council to relieve
the Traffic Court of the City of Albany of the administrative problems
in connection with the collection of fines for parking violation offenses
and to permit said Traffic Court to devote its time to traffic offenses
other than parking violations.
The Traffic Court of the City of Albany is hereby
authorized to establish a Parking Violations Bureau and to designate
the City Treasurer as the head of such Bureau and to transfer such
appropriate staff members presently assigned to the Traffic Court
to the jurisdiction of the City Treasurer, such staff members to be
budgeted on the payroll of the City Treasurer and deleted from the
budget of the Traffic Court.
Notwithstanding any other provision herein,
any person who shall have been, within the preceding twelve (12) months,
guilty of more than six (6) parking violations shall not be permitted
to appear in answer to a subsequent violation at the Parking Violations
Bureau but must appear in Court at a time specified by the Bureau.
Any ambiguity with respect to any provision
herein or interpretation hereof shall be governed by Article 14-B
of the General Municipal Law, as amended.
This local law shall take effect immediately.
