This chapter shall be known as a "Local Law To Establish an
Amherst Committee on Disabilities."
It is hereby found that the establishment of a committee for
the purposes of enhancing compliance with the Federal Americans with
Disabilities Act with respect to Town facilities is a valid and proper
government objective and purpose. It is therefore determined and declared
to be the policy of the Town of Amherst to promote enhancement of
access to Town facilities by Town of Amherst residents with disabilities,
whenever and wherever possible.

There shall be and hereby is created and established an Amherst
Committee on Disabilities. It shall consist of fifteen (15) members,
three (3) appointed by the Supervisor and three (3) each individual
member of the Town Board. Members of the Amherst Committee on Disabilities
shall be residents of the Town of Amherst. Each member shall serve
a two (2) year term commencing at the biennial Town reorganization
meeting with the exception of the first such committee, which shall
be appointed forthwith after adoption of this chapter and shall serve
until the next biennial Town reorganization meeting. The Amherst Committee
on Disabilities shall select its own Chair, establish its own rules
of operation and procedure and meeting times, except that such Committee
will regularly meet in the Town of Amherst Municipal Building and
shall meet no less than once in every two (2) calendar months.
The Amherst Committee on Disabilities shall study and offer
suggestions and recommendations to improve compliance of the Town
of Amherst with the goals and objectives of the Federal Americans
With Disabilities Act, as well as to consider any other issues relevant
to and important to disabled Town residents.
