With the exception of canines known as "leader dogs" (and commonly known as "seeing-eye dogs"), and which canine is under direct possession or control of a vision-impaired person, no person owning, possessing or in the control of a dog or dogs shall allow the dog or dogs to enter onto or remain on that parcel of real estate known as "Mossback Park." Said Mossback Park is bounded by Chestnut Street, Brown Way, Caven Way and property owned by the Southwest National Bank of Pennsylvania, situate within Derry Borough, Westmoreland County, Pennsylvania.

A.
The person owning, possessing or in control of a dog or dogs on certain public ways, as set forth in this section or on sidewalks adjacent to said public ways or the park or parking lot identified in this section, shall take all actions necessary to clean up any feces deposited by the dog or dogs owned, possessed or controlled by said person.
B.
The public ways referred to in this section are:
(1)
That portion of South Chestnut Street situate between the southerly line of Kelly Way and the northerly terminus of South Chestnut Street at its intersection with real estate now owned by the Consolidated Rail Corporation.
(2)
The portion of First Avenue situate between Y Street and the easterly line of Ligonier Street.
C.
The park referred to in this section is known as Mossback Park and is more particularly identified in § 128-1 of this article.
D.
The parking lot referred to in this section is identified as that parcel of real estate leased from David E. Mastrorocco and adjoined by South Chestnut Street, real estate of the Consolidated Rail Corporation, other real estate of David E. Mastrorocco and real estate presently leased to the United States Postal Service.

A person who shall violate any provision of this article shall, upon conviction thereof, for each and every violation, be fined not more than $1,000, plus the costs of prosecution, and, in default of payment of such fine and costs, by imprisonment for not more than 30 days.
