As used in this article, the following terms shall have the meanings indicated:
Any material or substance other than water.

Placing of foreign materials into waterways, up to the natural high water mark, situate within the Borough of Derry, is hereby prohibited.
The placing of foreign materials in a location wherein natural forces, unaided, will cause the said foreign materials to be introduced into waterways, up to the natural high water mark, situate in the Borough of Derry, is prohibited.
Any person, or persons, natural or corporate, who shall fail to comply with this article, upon conviction thereof, shall be fined not more than $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, by imprisonment for not more than 30 days, for each and every violation thereof.
