There shall be a Department of Building Official consisting of the Building Official and such other employees as the Council may determine. It shall be the duty of the Building Official to enforce the provisions of the Building Code and to perform such other duties as may be assigned to the Building Official by the Manager.
There shall be a Department of Public Works headed by the Director of Public Works who, until the Council shall otherwise provide by ordinance, shall be the Town Manager. The Department of Public Works shall be responsible for the maintenance of town-owned structures and lands, except those structures and lands which are under the control of the Board of Education. This Department shall also be responsible for the maintenance of Town roadways and streets, sidewalks, parks and drainage facilities. This Department may, at the request of the Board of Education, assist in the care and maintenance of school buildings and grounds, to the extent and for the period requested by the Board of Education and approved by the Manager.

The Purchasing Agent shall be responsible for making purchases and procuring services for the Town. The Purchasing Agent shall design, procure and furnish to other departments, officers, boards and commissions suitable purchase orders and other forms to accomplish his or her work expeditiously and efficiently. He or she shall organize, supervise and maintain a suitable municipal accounting and inventorial system, so that he or she can, upon request, furnish expeditiously to any officer, department, board, commission or the Council pertinent data as to the status of accounts and as to personal and real property held. The Purchasing Agent shall notify any officer, department head or head of a board or commission when any request for purchase is in excess of funds available by budgetary appropriation.

The Director of Social Services (welfare) shall be responsible for the administration of the welfare activities of the Town and care of the poor, defective and dependent persons, under applicable laws, ordinances and rules and regulations made in accordance therewith.
