A. 
Any person who makes a payment by check to any department, agency or subdivision of the Village of Ridgefield Park which gets returned for insufficient funds shall pay a penalty in accordance with the following schedule.
(1) 
First offense: $25.
(2) 
Second offense: $35.
(3) 
Third and subsequent offenses: $50.
B. 
The Village of Ridgefield Park further reserves the right to refuse any further payments by check from any person who has furnished the Village on three or more prior occasions with a check that was returned for insufficient funds.
The penalties set forth in this article shall apply to all taxes, fees and other charges that are paid by check to any and all agencies, departments and subdivisions of the Village of Ridgefield Park, including, without limitation, to the following agencies, departments and subdivisions:
A. 
Village Clerk's office.
B. 
Village Tax Collector's office.
C. 
Village Tax Assessor's office.
D. 
Village Health and Welfare Department.
E. 
Village Building Department.
F. 
Village Board of Adjustment.
G. 
Village Police Department.
H. 
Ridgefield Park Public Library.
I. 
Ridgefield Park Municipal Court.
